New Explosives – US DOT Approved Examination
Energetics Experts, LLC (EEx) is your source for US DOT approved examinations for new explosives and potentially explosive materials. An examination consists of required testing, analysis, and recommendations for the UN/DOT hazard classification, proper shipping name, UN number etc., per the requirements of the Code of Federal Regulations, 49 CFR 173.56.

Explosives, for DOT Transportation purposes, are divided into two major groups: substances and articles.
A new explosive substance or article is any explosive for which the manufacturer has not obtained its own EX approval from PHMSA (US DOT, Pipeline and Hazardous Materials Safety Administration). This includes new substances or articles, modified or articles or changes in substances that effect function or performance, and situations where similar or identical materials are manufactured by others, but the manufacturer has not obtained their own EX approval.
Manufacturers and importers of explosive substances or articles are forbidden to offer these for shipment unless an EX approval has been received from PHMSA. Certain exceptions exist.

(a) Definition of new explosive. …A new explosive means an explosive produced by a person who:
(1) Has not previously produced that explosive; or
(2) Has previously produced that explosive but has made a change in the formulation, design or process so as to alter any of the properties of the explosive.
